City Hall Progress
Palm Coast - The City of Palm Coast will soon begin its moving process, and the new Palm Coast City Hall at 160 Lake Ave. will open for business at 8 a.m. Monday, Oct. 26.
The City's final day of operation at City Offices in the City Marketplace shopping center, 160 Cypress Point Pkwy. Suite B-106, will be Friday, Oct. 23. City Offices will close for good at 5 p.m. Oct. 23.
There will be no disruption of service to the public during the move.
The new Palm Coast City Hall will be a full-service facility for the public, with Customer Service for paying utility bills and managing utility service, permitting, zoning, code enforcement, business tax receipts and the Business Assistance Center all located on the first floor. In addition, residents will still have the option to pay their utility bills and manage their utility service at the Utility Department at 2 Utility Drive, Palm Coast.
Everyone is invited to a City Hall Grand Opening celebration on Tuesday, Nov. 3. Tours will be offered 4-8 p.m. A ribbon-cutting ceremony will begin at 5:15 p.m., and the Palm Coast City Council will meet at 6:30 p.m. in the Community Wing section of the new City Hall.
The new facility is located at 160 Lake Ave. in Town Center - adjacent to Central Park and the City Centre office building.

Construction is under way on Palm Coast City Hall! Completion is expected in fall 2015. We will keep you updated on the progress on this page.
The location is on Lake Avenue in Town Center - on the back side of the lake at Central Park. The 41,000-square-foot facility will include city offices, community meeting rooms including City Council Chambers, a lakefront plaza (future phase) and parking lot.
The City Hall project was designed by the architectural planning and design firm of C.T. Hsu + Associates. The construction manager is Gilbane Building Company.

October 2015
October 26 - City Hall is open for business at 160 Lake Avenue in Town Center (north end of Central Park)! All final inspections have been completed. Please join the City for the Grand Opening Celebration from 4-8 p.m. Tuesday, Nov. 3. Tour will start at 4 p.m. The ribbon-cutting will be at 5:15 p.m. The first City Council meeting in the new Community Wing of City Hall will be at 6:30 p.m.October 19 - City Hall is 99-percent complete. The project is substantially completed. Move-in is under way, and the new City Hall will open to the public at 8 a.m. Monday, Oct. 26. October 12 - Construction of City Hall is 98-percent complete. All work is nearly complete, with final inspections beginning this week. October 5 - City Hall is 98-percent complete -- opening will be this month! The contractor has placed concrete around the valve collars and identifying tabs. Wire testing has been completed. Carpet and tile in Phase 1 of the project (the office building) is 95-percent complete. Furniture installation in the first floor of the office building is 80-percent complete.

Work continues on the floor tile installation, ceiling tile installation, millwork installation, carpet tile installation and landscape work. September 14 - City Hall construction is 90-percent complete! Work continues on the floor tile installation, ceiling tile installation, millwork installation and landscape work. The carpet tile installation has begun. September 8 - City Hall is 88-percent complete. Installation of the floor tile and ceiling tile continues, as does the landscape work. The millwork installation and installation of carpet tile has begun. Air testing on the gravity sewer is complete, and the water meter/backflow and hydrants have been painted.
August 2015
August 31 - City Hall is 88-percent complete. The air testing on the gravity sewer was held Aug. 27. Floor tile installation continues; plumbing fixture installation has begun; ceiling tile installation continues; millwork items for the first floor have been delivered. Landscape installation has begun. August 24 - City Hall is 85 percent complete. This week, mechanical system startup occurred, and the parking lot curbing was completed. Also, installation of the irrigation began. Painting of the walls – both interior and exterior – is continuing, along with installation of the floor tile in the bathrooms. Installation of the drywall on the interior walls, mechanical duct work and VAV damper installation, electrical conduit rough-in and fire sprinkler piping are all 98-percent complete. August 17 - City Hall construction is 84 percent complete. Installation of the drywall on the interior walls, mechanical duct work and VAV damper installation, electrical conduit rough-in and fire sprinkler piping are all 98 percent complete. Painting of the interior and exterior walls continues. Floor tile in bathrooms continues. Mechanical system startup occurred, and irrigation installation has begun. Parking lot curbing has been completed. August 10 - Construction is 82 percent complete! Installation of the drywall on the interior walls, mechanical duct work and VAV damper installation, electrical conduit rough-in and fire sprinkler piping are all 98 percent complete. Painting of the interior and exterior walls continues, as well as the floor tile in bathrooms. Mechanical system startup has occurred. The parking lot curbing has been completed. Irrigation installation has started. August 3 - Construction is 80 percent complete! Installation of drywall on the interior walls, mechanical duct work and VAV damper installation, electrical conduit rough-in and fire sprinkler piping are all 98 percent complete. Painting of interior and exterior walls continues. Floor tile in bathrooms continues. FP&L set the meter, and the mechanical system is being prepped for startup in early August. The exterior trellis and clock were installed. Two of the four glass entry door systems have been installed.July 2015

Painting of the interior and exterior walls continues. Floor tile in bathrooms continues. Early Power Inspection complete and approved, anticipating FPL to set meter this week. July 20 - City Hall is 72-percent complete. Installation of drywall on the interior walls, mechanical duct work and VAV damper installation, electrical conduit rough-in and fire sprinkler piping are all 96-percent complete. Painting of exterior walls continue. Paving of the parking area has been completed. Floor tile in bathrooms has begun. July 13 - Construction is 70-percent complete – we've passed the two-thirds mark! Installation of the drywall on interior walls, mechanical duct work and VAV damper installation, electrical conduit rough-in and fire sprinkler piping are all 95-percent complete. Painting of the exterior walls continues. Paving of the parking area has started. Installation of the wall tile in the bathrooms is complete, and floor tile in the bathrooms has begun. The sewer system has been televised, and the concrete slab under the 4-inch water meter and 6-inch fire backflow assemblies has been placed. July 6 - City Hall construction is 62-percent complete. Installation of the drywall on the interior walls, mechanical duct work and VAV damper installation, electrical conduit rough-in and fire sprinkler piping continues. Work continues on installation of the exterior windows and exterior wall trim, as well. Grading and layout for the parking area continues, as does the painting of the exterior walls. The mechanical system chiller and air handlers have been delivered and installed.June 2015
May 2015
May 26 - Construction is 47 percent done. This week, installation of the drywall on the interior walls began. Mechanical duct work installation and electrical conduit rough-in and fire sprinkler piping continues. Installation of exterior windows and the exterior wall trim has begun. May 18 - City Hall construction is 45 percent complete. Framing of the interior walls on both the first- and second-floor office space is complete, and 75 percent in the community wing. Construction is on schedule. The mechanical duct work installation and electrical conduit rough-in continues. Fire sprinkler piping installation has begun. The 4" water meter backflow and 6" fire backflow have been installed. May 11 - City Hall construction is 42 percent complete! The framing of interior walls on the second floor of the office portion of the building is 90 percent complete, and 10 percent complete in the community wing. Mechanical duct work installation and electrical conduit rough-in continues. May 4 - City Hall is 40 percent done! Framing of the interior walls on the first floor of the office portion is completely finished, and half done on the second floor. The roof on the tw-story portion is 90 percent complete. Mechanical duct work installation and electrical conduit rough-in has begun. Metal roof trusses have been constructed and put into place. The 4" water meter backflow and 6" fire backflow have been installed.April 2015
April 27 - City Hall construction is now 37 percent completed. The framing of interior walls on the first floor of office portion is 80 percent complete, and the roof is 15 percent complete. Mechanical duct work installation has begun on the first floor. April 20 - Construction is 34 percent completed. The framing of the interior walls and electrical rough-in has begun on the first floor. Remaining materials for roof were delivered. Exterior surfaces of tilt panels continue to be prepared to receive paint finish. Bacteriological samples have been pulled from the onsite 8" and 4" water mains. April 10 - City Hall is 32 percent completed. Insulation of the inside face of the exterior walls began this week. Materials for the wall framing and roof were delivered. Installation of underground electrical conduit continues. Exterior surfaces of tilt panels are being prepared to receive paint finish. April 6 - Construction is 31 percent completed. The sewer system installation is 95 percent complete. The onsite 8" and 4" water main has passed pressure testing. Steel deck placement is nearing completion. Water and fire line underground installation is completed. The second floor slab concrete deck was poured this past week.March 2015
March 30 - Construction is 30 percent completed. As of this week, 90 percent of the sewer system has been installed. The installation of the water main continues. Installation of the structural steel has been completed. Steel deck placement is near completion. March 20 - Construction is 28 percent completed. The water main has been installed. Fireline meter and backflow preventer assemblies have been set. Installation of the structural steel is 90 percent completed. The steel deck is being put into place. Sealing of joints between the concrete tilt panel walls on the interior side is almost complete. March 13 - Construction is 26 percent completed. Installation of structural steel is ongoing and is now 40 percent complete. March 6 - Construction is now 25 percent complete. This week, structural steel was delivered to job site. February 27 - Construction is 24 percent complete. This week, the concrete tilt wall panels were erected and put into place. It looks like a building now! February 24 - City Hall walls begin to be erected. February 20 - Construction is 22 percent complete. Concrete was poured Feb. 17 for some of the tilt wall panels. Forming of remaining tilt wall panels is scheduled for this coming week.February 13 - Construction is 20-percent complete. Forming of the tilt wall panels continues.
February 6 - Construction is 18-percent complete. The concrete floor slab was poured this week. Site grading and underground stormwater pipe installation continues. Concrete pour of several tilt panel walls was completed, and the forming of the tilt wall panels continues.
January 2015
January 30 - Construction is 15-percent complete. Under-slab plumbing and electrical work is complete. Floor slab form prepped for concrete pour next week. Installation of underground stormwater piping continues. Site grading continues. Forming of tilt wall panels continues.
January 23 - Construction is 12-percent complete. All of the foundations have been poured except for the mechanical yard. The tilt panel mockup panels were poured. The northwest Phase 2 parking area has been cleared. Installation of underground stormwater piping continues. Under-slab plumbing and electrical rough continues. The underground Fire Main was installed in the building and stubbed out.
January 16 - Construction is 8-percent complete. Elevator pit concrete walls have been poured. Underground plumbing and electrical work continues. Stormwater drainage pipe and structure installation has begun with pipe and structure into pond installed. Tilt panel casting bed forms are ongoing. Form edging for slab on grade has begun.
January 9 - Construction is 5-percent complete. Grading for building pad completed. Elevation pit and all concrete footings have been poured. Underground plumbing and electrical work has begun. Stormwater drainage pipe and structure installation has begun. Concrete casting beds for tilt panel walls have been constructed. Forming for tilt panel walls has begun.
